Digital Government: A Malaysian National Perspective
Governments that carry out public service functions by utilizing digital data as the main pillar in the strategy of modernizing service delivery to meet people's expectations and reform organizational administration as well as increase economic competitiveness, gain institutional trust and increase public service productivity.
Digital First is a strategic shift towards prioritizing digital channels without reducing the value of other service delivery channels by integrating digital technology in the service design of government services. The transformation of government digital service delivery focuses on customer experience and is based on an integrated Whole-of-Government (WoG) service approach.
Malaysia Government Enterprise Architecture
Provide guidance to organizations to carry out analysis, design, planning and strategy implementation through Malaysia Government Enterprise Architecture (MyGovEA) to build Enterprise Architecture (EA) practices.
The implementation of EA enables the organization to identify and streamline the services provided by understanding the structure, functions, services, work processes, data used as well as the applications and technologies that support the organization's services.
Public Administration Progress Circular (PKPA) No. 1 Year 2020 MyGovEA : Implementation of the Ecosystem Structured Design Approach of Public Service Organizations:
Provide guidance to organizations to carry out analysis, design, planning and strategy implementation through Malaysia Government Enterprise Architecture (MyGovEA) to build Enterprise Architecture (EA) practices. The implementation of EA enables the organization to identify and streamline the services provided by understanding the structure, functions, services, work processes, data used as well as the applications and technologies that support the organization's services.
The PKPA is provided as a guide to public sector agencies regarding Malaysia Government Enterprise Architecture (MyGovEA) to build Enterprise Architecture (EA) practices. Public sector agencies must develop and implement five stages of EA implementation including the initial stage, evaluation, definition, implementation/operation and monitoring which involving all services in ministries/agencies with reference to the MyGovEA Guide: Implementation of a Structured Design Approach to Public Service Organization Ecosystems.
Hopefully Universiti Putra Malaysia will be able to develop an EA that will be the main reference for university students.
