

Serdang, August 2025 – The Thirteenth Malaysia Plan, 2026–2030 (RMK13), with the theme “Redesigning Development”, represents the Government’s continued commitment to realizing the aspirations of the MADANI Economy. The nation’s development over the next five years will be driven by a comprehensive transition to digitalization and advanced technologies, particularly artificial intelligence (AI), alongside the establishment of a MADANI human-centered social system that unites society under a whole-of-nation approach. Economic restructuring based on technology and the formation of a strong social system are key elements in building a sovereign and dignified nation.
In line with UPM’s True North and the UPM Food Security Action Plan 2025–2027, the RMK13 proposal aligns with current needs and supports the nation’s aspirations towards a sustainable and resilient food security agenda.
The proposal has been reviewed from the perspective of ICT requirements, which have been categorized into five clusters:
As the secretariat for UPM’s ICT Steering Committee (JPICT), iDEC has conducted a series of workshops in preparation for the RMK13 application (ICT scope). These workshops, attended by project owners, successfully produced the necessary documents to support the Digital Sector Team of the Ministry of Human Resources (KESUMA) and the National Digital Department (JDN). The proposal will then be submitted for approval (based on cost thresholds) to the ICT Technical Committee (JTI), the Higher Education ICT Steering Committee (JPICT), or the Public Sector ICT Technical Committee (JTISA), JDN.
